Concern for children: proposed House welfare changes shift control to states, tighten eligibility

Article Abstract:

The House Republican's Contract with America public welfare bill would reform public welfare into five block grants, giving states more control over federal programs but removing entitlement status. The ABA is concerned about the impact of the loss of entitlement status on the poor especially since the bill prohibits cash assistance for children without established paternity; under 18, unwed mothers; and new children in long-term welfare families. The bill also prohibits benefits to legal immigrants and repeals the Child Abuse Prevention and Treatment Act of 1974.

New GOP challenge: 104th Congress could impact tort law, welfare, habeas corpus

Article Abstract:

The 104th Congress will be the first time in more than four decades that both House and Senate have had a Republican majority. The ABA's Governmental Affairs Office has been evaluating the leadership change and the Republicans' Contract with America as well as budget cuts proposed by Republicans in the past. Republican proposals of interest to the ABA include tort reform, reduced funding for the Legal Services Corp and elimination of government funding for legal education programs.

ABA issues on the move; 104th Congress acts on legislation from LSC funding to securities suits

Article Abstract:

The 104th US Congress dealt with many issues of interest to the legal profession including welfare reform, immigration reform, and restricting habeas corpus. The ABA successfully helped resist efforts to replace the Legal Services Corp with block grants to the states. The ABA opposed provisions of habeas corpus and of immigration reform. The ABA also backed a law banning gun ownership by those convicted of family violence.
