Article Abstract:

The US should have respected the request by the International Court of Justice (ICJ) to stay the execution of a Paraguayan convicted of homicide in Virginia as a matter of judicial comity if not as a strict matter of law. Judicial comity creates an atmosphere of international harmony and preserves the rights of all parties subject to litigation in all courts. The US would not have lost the right to ultimately enforce its law in the matter; it would have preserved the right of the ICJ to review the relevance of the Vienna Convention of Consular Relations on the case.

The United Nations group of experts for Cambodia

Article Abstract:

This article describes the UN investigation carried out by a team of experts to determine whether Khmer Rouge perpetrators of atrocities during their 1975-1979 could be brought to justice. The team's recommendation that an independent international court be convened to try perpetrators was rejected by Cambodia.
