Former federal congressman Joseph M. McDade is on trial for federal bribery and racketeering charges. A long-time legislator, McDade was in line to become chairman of the Appropriations Committee after the Republican election victory of 1992. McDade has tried unsuccessfully to get the charges dismissed. At the Supreme Court level, he lost this effort with an argument that prosecution of legislators for their legislative acts violated the speech and debate clause.

Seven prison guards from Pennsylvania's Graterford State Correctional Institution were acquitted in Jan 1993 on charges of brutality towards inmates they wrongly believed had participated in a riot. The federal prosecutors and many in the Philadelphia legal community were shocked at the verdict, but the jurors felt that not enough evidence was presented to warrant a conviction.
