Determinants of public sector certification election outcomes: evidence from Ohio

Article Abstract:

Data on the outcomes of union certification elections in Ohio were collected to assess why public sector unions have enjoyed more growth since the 1970s than have private sector unions. Research concentrated on the period following enactment of Ohio's Public Employee Collective Bargaining Law in 1984. The results suggest the build-up of demand for public employee unionization and the weaker opposition of public service employers are two factors behind the differential growth.

An empirical examination of grievance resolution and filing rates in the public and private sectors

Article Abstract:

A study was conducted using data gathered from 87 public sector corporations and 73 private sector firms to determine whether significant differences in grievance procedures exist. Grievance resolution and filing rates were used as empirical measures of effectiveness. In the first two steps of the grievance process no difference was found with this measure. Private corporations were observed to have lower arbitration rates but higher grievance rates than public corporations.

Grievance arbitration in K-12 education cases: do selected case characteristics make a difference?

Article Abstract:

Authors' abstract: Based on a sample of 244 published grievance arbitration awards, this study revealed some commonly identified case characteristics - grievants' gender and status - were not significantly related to case outcomes, whereas others - multiple versus single grievants, attorney representation, and issue category - were.
