Electronic freedom of information

Article Abstract:

The 1996 Electronic Freedom of Information Act Amendments exemplified the model for governmental transparency. Many agencies have followed the letter and spirit of the Amendments and have liberalized access to information via the Internet. Implementation concerns did exist even in 1998 as several agencies had acted with a minimum of effort to comply with the Amendments and several district court decisions interpreted the Amendments as allowing agencies to hold information monopolies.
