Article Abstract:

The University of Chicago Law School hosted a symposium on "The Bill of Rights in the Welfare State," Oct 25-26, 1991. The symposium commemorated both the Bill of Rights' bicentennial and the university's centennial. Unlike the current bicentennial, the centennial of the Bill of Rights was little noticed since at that time its legal and political role was less prominent. The incorporation decisions promulgated by the Supreme Court during the 1930s-1940s greatly increased the importance of the Bill of Rights and led to its becoming a celebrated document at its bicentennial.

Article Abstract:

The US Court of Appeals for the 2d Circuit's Task Force on Gender, Racial and Ethnic Fairness has issued its report. This report evaluates efforts to reduce the influence of racial, ethnic, and gender bias on hiring, personnel management, and other in-house practices in the 2d Circuit. In the past such bias had a pervasive effect on the conduct of federal litigation. Though this situation has improved, the report points out strategies for achieving further progress.
