Forum on prisoner's access to clinical trials: summary of recommendations

Article Abstract:

A study by Forum on Prisoners Access to Clinical Trial in North Jersey recommends that inmates with HIV should be allowed the same quality of medical care available to other HIV patients. In the absence of approved therapies for HIV and other infections, latest technique of health care should include the availability of investigational drugs to the prisoners. Before the implementation of clinical trials, prisoners should be provided with adequate safeguards. Efforts should be made to protect the identity of prisoners participating in the trials. Other recommendations are provided.

The Maryland division of correction medical-parole program: a four-year experience, 1991 to 1994

Article Abstract:

Maryland's medical-parole program reveals that early release of terminally ill HIV prisoners can be ensured without endangering public safety. Most terminally ill inmates in the correctional facilities are denied parole until they die or before their compulsory release. About 50% of the medical-parole inmates died, with only 50% surviving at the end of a study. The reincarceration of 3% inmates is a public safety concern for Maryland Division of Correction. A multidisciplinary approach is needed to assess candidates for early release, with a sound aftercare plan.

Justice and access to therapies for AIDS

Article Abstract:

Access to AIDS treatment is a crucial ethical question. The US response on this issue must incorporate democratic decision making and social equality, and should be based on case-by-case assessment.
