The supervisory system currently in force in the securities industry was designed for commission business, while the enormous losses covered in the media were caused by proprietary traders. Controls suitable for proprietary traders must be built up and should include independent monitoring as well as a daily assessment of the firm's risks. Oversight by top managers and disclosure of risk exposure to the shareholders are also necessary. Other components of a disciplinary system for proprietary trading are listed.
