He hands out bootstraps; deportee's son is first Hispanic to be ABA's minorities advocate

Article Abstract:

Jose Gaitan, the new chair of the ABA Commission on Opportunities for Minorities in the Profession, would like during his tenure to complete studies of minority attorneys in-house and as partners in law firms, persuade courts to set up special commissions aimed at eliminating racial and ethnic bias from the judicial system, and develop a national consortium of judges to increase minority court clerks. Gaitan's mentoring program, in which members of the legal community will work with underprivileged children, is his favorite.

Steven Zaleznick, the general counsel of the American Ass'n of Retired Persons, considered by Fortune Magazine to be the nation's most powerful lobbying organization, heads a department of four lawyers and has an annual legal budget of about $2 mil. For litigation he employs mostly outside counsel because he does not consider his department staffed to handle that. The association has a legal advocacy group, outside of the general counsel's office, which works quite a bit in the age discrimination area.
