Historical and physical international boundaries in borderlands water conflicts: a commentary

Article Abstract:

The author examines water boundary conflicts regarding the Colorado River, beginning with 19th century conflicts between Native Americans and Mexicans, followed by 20th century conflicts between the US and Mexico, and the necessity of acknowledging values in the 21st century to reap the most benefits in resolving water conflicts.

Possible solutions: policy tools to achieve flexibility to meet new conditions, preliminary thoughts for coping with future droughts

Article Abstract:

The water bank system used by the Middle Rio Grande Conservatory District in New Mexico to enable users to voluntarily transfer unused water assets and protect the rights of agricultural water users is discussed. Water bank systems of other Western states are also discussed.
