Internal market and sectoral issues

Article Abstract:

The European Commission is taking a tougher approach towards countries which fail to pass EU legislation into national law. In 1995, the Commission sent out 1,016 warning letters - the first stage of its legal procedure against infringements - vs 974 in 1994. The Commission no longer carries out proceedings confidentially, instead it issues public statements which are intended to act as a deterrent to further infringements. Article discusses progress on implementing EU legislation in various sectors.

Critical issue: The single market

Article Abstract:

The free movement of goods and services within the single market is essential for companies doing business throughout Europe. More than 95% of proposals put forward in the Commission's 1985 white paper had been passed by autumn 1997, but the single market is far from complete, with the mai problems areas being transport, intellectual property and public procurement. Most of the outstanding directives should be implemented by April 01 1998.
