Is U.S. justice system in a state of crisis? Four prominent lawyers examine problems and solutions

Article Abstract:

Judges Lloyd Doggett and Stephen Reinhardt and attorneys Nancy Hollander and Pamela Liapakis agree that the US judicial system faces problems. All agree that access is impaired by overcrowded courts and inadequate funding. Judge Doggett, the Texas judge, feels that large criminal caseloads must bear most of the blame for the backlog. Judge Reinhardt of the Ninth Circuit agrees with the commonly held view that narcotics cases account for some of the federal backlog and feels these do not belong in federal court. All agree that more funding and better management of existing resources are needed.

Russian law reformers need outside support

Article Abstract:

Russia needs a strong legal system with jury trials available to accuseds, but a host of troubles have slowed and perhaps permanently stopped legal reforms. Interest there remains high, with mock trials popular on TV and many publications devoted to, or featuring in part, legal topics. The expense of a trial-by-jury system motivates many opponents, however, who demand higher pensions or food subsidies. The new constitution promises jury trials as a right, but they are not yet available to a third of all Russians.
