Legal Services fights back; but lawyer for poor find responses to budget cuts and limits on activities are not enough

Article Abstract:

Cuts in the federal budget for legal services to the poor have forced many layoffs and refusals of possible clients. Legal aid lawyers have considered financing options such as charges for certain services and efforts to have states and private sources make up for lost federal monies. Congress has even imposed limits on the kinds of cases legal aid programs may handle, even those which work with nonfederal funds. Many legal aid lawyers worry that programs which use state-level funds will eventually face the same problems they faced at the federal level.

The lawyers consider their specialty to be general corporate work. The Arkansas Governor's wife being on the staff has not resulted in lots of state work for the firm, which ranked 33rd in state contracts from Jul 1989 to Feb 1992, according to the Little Rock Daily Record.
