Lessons learned and recommendations for coping with future scarcity

Article Abstract:

Recommendations from scientists, government officials, and academics on dealing with future droughts in the Rio Grande/Rio Bravo Drainage Basin are summarized. Recommendations stress the need for better water resources planning, closer cooperation between the US and Mexican governments, and resolution of water rights conflicts among the states. The need for environmental sustainability in the basin is also stressed.

International Boundary and Water Commission: an institutional mismatch for resolving transboundary water problems

Article Abstract:

The International Boundary and Water Commission needs to be strengthened to deal with water management problems, as illustrated by the situation in Nogales, AZ, and Nogales, Mexico. These border cities have problems with water supply and sewerage. The Commission needs greater power for negotiation, funding of solutions, policy planning, technology transfer, regulation and compelling binational action.

Tributes to the late University of New Mexico law professor Albert E. Utton are presented. Utton was an outstanding teacher and an internationally recognized expert in transnational water rights.
