Article Abstract:

Penal policy in the United Kingdom experienced changes in several areas between Oct and Dec 1998. These include a public service agreement for a joint system in England and Wales, notifiable offenses in England and Wales, possible prejudice against non-whites, changes in the criminal court system, treatment of mentally abnormal offenders, police force funding, reviews of probation and reports from the chief prison inspector.
