Pollution controls developing in ex-U.S.S.R
Article Abstract:
The members of the Commonwealth of Independent Nations generally want to continue the stricter environmental compliance begun under the old regime. Under Perestroika, the Soviet Union had created a State Committee on Environmental Protection and begun to enforce laws more strictly. The Commonwealth members have pledged to honor the former Soviet Union's environmental treaty obligations and to enforce existing laws unless replaced by new ones. Since potential Western investors tend to want to limit environmental liability, development of such programs will certainly get top priority.

Sound environment, sound economy
Article Abstract:
Protecting the environment is good for business. The Republican view that people must choose between the two is wrong. If the world can commit to stop using nuclear technology, then it can reform the way industrial technology is managed as well. Technologies enabling people to exploit the earth must be looked at anew and perhaps replaced by new technologies permitting economic growth without adverse environmental consequences. Business will be led into the next century by companies with the best environmental policies.

Critics ask if NAFTA is 'green' enough
Article Abstract:
The North American Free Trade Agreement (NAFTA) has environmentalists concerned at the agreement's perceived lack of concern for industry's impact on the environment. NAFTA does contain environmental provisions in Chapters 7B and 9 but makes no pretense at providing for all environmental contingencies. The agreement does not contain environmental cleanup or additional enforcement provisions, leaving such issues to the Integrated Environmental Plan for the Mexican-US Border Area.
