Federal Tort Claims Act administrative claims: better than third-party ADR for resolving federal tort claims

Article Abstract:

The author outlines the scope of the Federal Tort Claims Act and assesses the effectiveness of the Act's administrative claims process as a dispute resolution tool. The process is compared favorably to traditional alternative dispute resolution techniques requiring third-party neutrals.
