Rapists under 14 in the news

Article Abstract:

The statutory change abolishing the common law presumption against rape has brought the legal system closer to reality but the criminal justice system does not provide the psychological solutions needed for this problem. The perpetrator will often come away from court feeling like a victim and the legal system does not provide these young people and their parent with an understanding of what has happened in their lives. The attendant press publicity does not help either.
