Rights or responsibilities?

Article Abstract:

The battle over welfare reform is heating up as Congress considers whether to shift programs to the states through block grants and welfare's defenders attack the mechanisms for such changes. The courts have never considered welfare an inherent right, so litigation has generally turned on interpretation of federal statutes that implement the programs. Currently the most-debated issue is federal waivers allowing the states to try reforms.

Taking bias to task; while many say discrimination still exists in the nation's courts, some question whether groups studying it are doing any good

Article Abstract:

Task forces on discrimination in the courts have been more popular at the state than the federal level. Some of the state task forces have brought about change. At the federal level, funding and separation of powers concerns as well as political infighting have inhibited the growth of task forces. It is unclear whether defunding will cripple the federal-level task force.

Public morality vs. privacy rights; ruling on sale of sexual devices has gay activists worried

Article Abstract:

The use of an Alabama anti-sodomy law to file suit against Saucy Lady Inc, a company selling sexual aids, and gay concern a reversal of a trial court decision that the law was a due process violation are discussed. A court statement that it was proper for Alabama to make certain homosexual activities illegal caused this concern.
