Safety violations: how to stop them

Article Abstract:

Deliberate safety violations, such as removal of machine guards, can be curbed by proper managerial response, according to a 1995 report by the Human Factors in Reliability Group. Improvements in equipment, job design, work conditions, support, training, and procedures are among the suggested solutions. Managers, whose influence or tolerance may lead to such violations, need to identify the problems, understand the causes, and then identify and select the best solutions. The report classifies safety violations as routine, situational, exceptional, and optimizing.

Courtaulds Films Cellophane has effectively used the behavioral approach to safety to halve its workplace accidents. The company decided to work with psychologists when it was dissatisfied with the impact of other techniques. Now, employees are encouraged to set their own safety goals and they are expected to monitor themselves. The company faced difficulties in matters relating to communication, in setting safety targets for different shifts and in defining accidents. However, after some amendments, the scheme has proven very effective.

Risk pricing: an alternative to workplace safety legislation?

Article Abstract:

Employers' liability insurance should be used to complement laws and policies governing health and safety in the workplace, although historically this has not been the case. The use of risk management programs has expanded, slowly changing the ways in which both employers and insurers approach safety issues. Reduced premium levels for risk-conscious employers would provide incentives to promote safety. Moreover, the Deregulation Task Force's report recommended risk pricing be considered as a factor in setting safety policies.
