Small-handles, big impacts: when should the National Environmental Policy Act require an environmental impact statement?

Article Abstract:

Observance of the National Environmental Policy Act (NEPA) and the Council on Environmental Quality regulations requires an environmental impact statement (EIS) even for small-handle problems. There has not been a uniform judicial response to cases on whether and EIS was required. Some courts have cited a unitary standard of a theory of indirect effects to require an EIS, while some have relied on the facts of each individual case or on whether a project was federalized.

New tendencies in the development of legal protection for the environment in the republics

Article Abstract:

The responsibility for environmental protection regulation in the Soviet Union is shifting from the central government to the republics. Significant changes in the new laws include power over natural resources and property rights being vested in the republics. Issues of administration and jurisdiction are being arranged between the republics and the central governments.

The link between protecting natural resources and the issue of environmental justice

Article Abstract:

The integration of the EPA decision-making process , particularly permits under the Resource Conservation and Recovery Act with environmental justice concerns is discussed. Various other administrative agencies' integration of other environmental protection laws with environmental justice concerns is examined through case study analysis.
