Statement of Q. Todd Dickinson before the Subcommittee on Courts and Intellectual Property on March 25, 1999

Article Abstract:

Acting Commissioner of Patents and Trademarks Q Todd Dickinson testified before the US Congress Subcommittee on Courts and Intellectual Property in Mar 1999 on drafts of the American Inventors Protection Act and the US Patent and Trademark Office Reauthorization Act FY 2000. This legislation speaks to the "first to invent" defense against patent infringement, contains a clause on the publication of foreign applications, one on the reduction of patent litigation, also one making the Patent and Trademark Office more efficient.

Electronic user-friendly patent filing vision

Article Abstract:

The Patent and Trademark Office Authorization Act of 2002 requires the PTO to develop a "user-friendly" system of filing electronic patents. Some characteristics of propsective user-friendly patent filing software are discussed.
