Structural impediments to operational syringe-exchange programs

Article Abstract:

Global research concludes that HIV transmission rates can be lowered through syringe-exchange programs (SEPs) for injection-drug users (IDUs). Structural changes occur through SEPs, with the number of syringes containing HIV-positive blood reduced to 40% from 65% in New Haven, CT, while syringes stayed in circulation for two days rather than two weeks to reduce the risk of HIV transmission by 33% or more. There are structural impediments to SEPs, however, including their legal status, bureaucratic structure and political opposition. SEPs should be legalized, together with pharmacy syringe sales, and SEPs should be supported with federal funding.

The role of policy in community pharmacies' response to injection drug use: results of a nationwide Canadian survey

Article Abstract:

A survey of community pharmacies in Canada reveals that they use a harm reduction approach to deal with the AIDS epidemic. Study of the role of policy and practices of these pharmacies indicates that they promote safer sex practices, counsel, and provide safer-drug-use equipment and site for the disposal of used needles. The support from the federal government, regulatory bodies and professional associations enhances the effectiveness of the role of these pharmacies.
