The Hamburg Rules: what happens in 1997?

Article Abstract:

The opportunity for the Hamburg Rules to be put into effect in Australia appears to have passed based on section 2(3) of Australia's Carriage of Goods by Sea Act 1991 when both legislative bodies decided in Oct 1994 to defer resolution until Oct 1997. Under section 2(3), Australia would appear to have to become a signatory to the UN Convention on the Carriage of Goods by Sea 1978 to use the Hamburg Rules since the automatic trigger of section 2(3) ended in Oct 1994. Section 2(5), however, essentially authorizes Parliament to change the trigger date for automatic enactment.

NAFTA - North American Agreement on Labor Cooperation - freedom of association

Article Abstract:

The National Administrative Office (NAO) of the US Department of Labor published its report on a petition filed by several US and Canadian labor unions accusing Mexican officials of violating labor laws. NAO found reliable evidence that Mexican officials sought to intimidate Mexican workers from carrying out lawful union organizing activities. The report, issued as a part of the North American Agreement on Labor Cooperation, urged US-Mexican ministerial talks to resolve these issues.
