The drought in Texas: its impact and consequences

Article Abstract:

Drought-related barriers to water management in the Rio Grande/Rio Bravo Basin of Texas are discussed. Barriers include the continuing emphasis on agriculture by managers, despite the increasing water needs of cities and industry, the failure to regulate groundwater pumping in the state, and the lack of agreement with Mexico over groundwater pumping.

Transfer of development rights as an option for land preservation in a historic New Mexico community: La Cienega Valley, Santa Fe County, New Mexico

Article Abstract:

Transferring development rights as a viable option for preserving farmland and open space in the villages of the La Cienega Valley, New Mexico, is discussed. Although no development rights have yet been transferred in the state, county officials and village residents feel this might preserve traditional values.

Using price to limit water use: a case study of the city of Santa Fe

Article Abstract:

The water rationing program initiated by the city of Santa Fe, New Mexico by ordinance during the 1995-1996 drought is described. City residents united behind the program, which resulted in a 28 percent drop in residential water use.
