The policy of penalty in kinship care

Article Abstract:

Thousands of children who are placed in foster homes each year go, not to the care of nonrelatives, but to relatives of their biological parents. These kinship care arrangements are difficult because caregivers who are related to the children in their care have a harder time than nonrelative caregivers in receiving monetary reimbursement from the government. The 1996 Personal Responsibility and Work Opportunity Reconciliation Act worsened this situation. Reform is needed to reward related caregivers.

Article Abstract:

The 1996 welfare reform legislation failed because it did not create effective job programs and did not provide a safety net for children. Welfare programs are flawed but the legislation did not solve the problems. Job creation and child protection should be priorities supported by educational reform, effective anti-discrimination policies, and programs to support the newly employed maintain employment status.

Name brands: the effects of intrusive HIV legislation on high-risk demographic groups

Article Abstract:

The author questions the efficacy of mandatory HIV reporting and notification laws which may result in less testing and less informal partner notification particularly in higher risk populations.
