U.N. prosecutor applauds 'innovations.' (Louise Arbour)

Article Abstract:

Louise Arbour, chief prosecutor of the international criminal tribunals for Rwanda and the former Yugoslavia, regards the creation of these two tribunals and the adoption in Rome of the text of the law for the creation of the permanent international criminal court to be probably the greatest and most imaginative achievements in the enforcement of basic human rights since Nuremberg and Tokyo. Arbour feels an international forum should help in the setting of minimum standards that will make the increase in domestic prosecutions sure to come in the future legitimate and acceptable.

Prosecutors end-run guidelines; senior judge applauds

Article Abstract:

Judge Jack B. Weinstein of New York's Eastern District, a critic of the federal mandatory sentencing guidelines, has commended the US attorney's office in Brooklyn for an unusual plea bargaining practice. Under this practice, which has been criticized by the US Sentencing Commission, low-level drug smugglers can plead guilty to a crime one count lower than would be appropriate for the amount of drugs seized from them. This allows them to get around the guidelines by receiving a shorter mandatory minimum sentence.

The Millennium Round of global trade negotiaitons, under the aegis of the World Trade Organization (WTO) will address the role of environmental concerns in WTO trade agreements. The threat looms very large of trade barriers under the guise of environmental protection.
