The regulatory framework for the telecoms market is analyzed in detail using marginal cost pricing as an analytic tool, and investigating socially optimal policies.

Efficient competition in local telecommunications without excessive regulation

Article Abstract:

The adoption of symmetrical call-termination charges and flexible interconnection rates is deemed vital in promoting the level of competition in the telecommunications industry without the risk of excessive regulation. Under this approach, local exchange carriers are given the chance to set up their own call-termination charges and choose the preferred network architecture. On the other hand, competing local exchange carriers will be paid the same amount for calls that local exchange carriers terminate on their networks.
