Klamath confluence: laws mix when tribes involved

Article Abstract:

The author discusses the US Supreme Court's decision in Department of the Interior v. Klamath Water Users Protective Ass'n, in which the court ruled that tribal comments to the agency were public records, and the subsequential decision by the Maine Supreme Court in Great Northern Paper, Inc. v. Penobscot Nation, which also requested access to tribal records.

The author discusses the West Virginia Supreme Court's decision in Manns v. City of Charleston, in which the court ruled that police misconduct investigation records were exempt from the state's open records law because release would violate officers' privacy.
