Philadelphia police: the artful dodgers

Article Abstract:

Issues related to the manner in which the police department of Philadelphia, PA, investigates assaults against women, particularly rape, are examined, focusing on the work of journalists at the Philadelphia Inquirer, who discovered police classified rape as a lesser crime. Topics include the reporters' relationship with victims, strategies for writing the story, and the police department's decision to re-investigate 2,000 sex crimes after the story was printed.
