Body battlers

Article Abstract:

Broadcasting is not a particularly high profile political issue in the run-up to the forthcoming general election in the UK. However, there is an exception to this in the form of growing debate about plans for a single regulatory organisation for broadcasting and telecommunications. There is particular concern about the possibility of the abolition of the BBC's board of governors. A key area of conflict is that between the department of national heritage, which controls the Independent Television Commission, and the department of trade and industry, which controls Oftel.

BBC seeks break on loans

Article Abstract:

The BBC is under great pressure from the need to make efficiency savings, and for a time earlier in 1995 had to stop all commissioning of new television programmes. It is now to ask the Department of National Heritage for increased borrowing flexibility, thus allowing it to better manage its domestic cashflow and to pay for expansion abroad. It believes that playing a leading role in the international marketplace is the only way in which it will be able to fully maintain its role as public service broadcaster.

Everybody wants a piece of the bill

Article Abstract:

The House of Lords is currently clashing with the House of Commons over the 1996 Broadcasting Bill. A key area of concern has been extending the protected list of major sporting events, and this is likely to be accepted by government ministers. There has also been tension over plans to 'unbundle' sports rights. Further plans include the licensing of analogue and digital conditional access systems.
