Children's television rules

Article Abstract:

The FCC has adopted revised children's programming rules governing educational broadcasting between 7 AM and 10 PM. Special programs and public service programming can be counted towards the average of three hours of core programming mandated by the FCC's processing guideline. Although compliance will be judged on licensees' good faith judgments, broadcasters may be called on to prove their compliance with requirements of the Children's Television Act of 1990. FCC Form 398 report on children's television compliance also is required to be filed.

Attribution of ownership - new FCC proposals

Article Abstract:

Owners who have 'attributable interest' in the licensee are the only owners who have complete authority over the functioning of a television broadcasting station. According to the FCC rules, all the general partners, sole prospectors, stockholders with 5% voting interest and limited partners with material investment are owners with 'attributable interest.' The operators are required to submit all annual documents and reports to these owners with attributable interest.
