Digital needs better promotion

Article Abstract:

A government report on digital broadcasting promises an officer to oversee digital, but no action has been taken to actually appoint anyone to such a post. The government also has not made any effort to publicize the fact that consumers will not be forced to buy unwanted channels just so that they can have digital services. The BBC has indicated that it does not want to be solely responsible for publicizing digital services.
