Grade loses battle to get 'money back' as Dorrell supports ITV

Article Abstract:

Both Labour and Conservative politicians are angered by National Heritage Secretary Stephen Dorrell's refusal to change Channel 4's (C4's) funding formula which requires C4 to give the ITV networks 55 million pounds sterling compensation. Chief Executive of C4, Michael Grade, has been campaigning for change for some time. Dorrell claims the ITV firms are entitled to the compensation as they have taken a risk, with the payment not considered by Dorrell to be excessive. The formula cannot be changed until 1997. ITV would also have to pay C4 compensation if its revenue share fell under 14%.
