Indigent care as QUID pro QUO in hospital regulation

Article Abstract:

A recursive model was applied in Florida to test the hypothesis that hospitals are indirectly compensated for indigent care with legal protections against competition under the certificate-of-need regulation. The model indicated which hospitals are expected to win CON approval. Results have revealed that controlling for the endogeneity of indigent care, hospitals in Florida which rendered greater amounts of care to the poor, were awarded CON licenses.

Hospital costs and competition for services: a multiproduct analysis

Article Abstract:

A study was conducted to examine the effects of market structure on hospital costs. The study assumes that hospitals provide multiple services and employs a translog multiproduct cost function for the analysis. Results show that service configuration determines health care costs. In addition, measurements indicate that controlling other cost variables generates minimal cost-increasing effects.

State regulation and hospital costs

Article Abstract:

Hospital regulation and its effects on hospital costs for two decades is studied using long panel data. The two decade long panel data set covers the initiation and repeal of hospital regulation. Empirical analysis shows that there was an exaggeration on regulatory cost savings in previous studies. Hospital costs do not seem responsive to regulatory measures.
