A year of peaceful turbulence: A smorgasbord of incidents, events, and happenings on, under, and over the seas

Article Abstract:

The various events and incidents that have occurred in relation to the ocean and ocean research and development (R&D) and ocean agencies are discussed. The major issues are United States (U.S.) appropriation bills for the fiscal year 2003 for ocean R&D programs, warming up of the cold oceans, the danger faced by the coral reefs, lack of abundance of fish and the salvage diving operations.

Article Abstract:

Most federal agencies with ocean-related responsibilities received slight increases, above inflation, in their FY 1999 budgets over the previous year. The US was also actively involved in a number of significant international agreements regarding ocean resources. These include the UN's Third Law of the Sea Conference, The proposed Oceans Act, which has languished in Congress, the 1998 National Ocean Conference in Monetrey, CA, the UN's International Year of the Ocean initiative and the Kyoto Protocol on global warming.
