Article Abstract:

The Association of Old Crows should take electronic warfare back from the hands of the Department of Defense bureaucracy for the association to drive their own destiny and ensure robust electronic warfare capability. The clout of the electronic warfare community diminished in the 1990s where it lost its seat at the planning and budget discussions and this should be prevented from happening again.
