Beyond the Van Riper Plan: How are we growing intelligence officers?

Article Abstract:

Operation Desert Storm led to a wholesale structural organization of Marine intelligence based on a study of the conflict in 1991, and the Marine Corps intelligence community was revamped in 1994 on the basis of the Intelligence Plan or the Van Riper Plan. However, poor execution and mismanagement has undone several improvements in tactical intelligence enabled by the plan, necessitating the Marine Corps to reevaluate the implementation and make changes to facilitate use of tactics as outlined by the Van Riper Plan.
