Russia's CBW closet poses ongoing threat

Article Abstract:

The West has focused its post-Cold War attention on the dangers posed by chemical and biological weapons (CBW). In the wake of Russia's existing political and economic instability, a scrutiny of its CBW capabilities within the context of the Chemical Weapons Convention, the Biological and Toxin Weapons Convention and the Australia Agreement are in order. The former Soviet Union had reportedly created a large-scale offensive BW program that was larger in magnitude than those of the UK and US. Russia's existing chemical/biotechnological industries are considerably large in size and complexity. Thus, a need for a comprehensive response by the West to CBW issues relating to Russia is required because of the continuing uncertainty about Russian CBW capabilities.
