Article Abstract:
Gen Alfonso Pardo de Santayana, Chief-of-Staff of the Spanish Army, said Western countries have reached the concensus that humanitarian and peacesupport operations (PSOs) would form the bulk of future military operations. However, Santayana pointed out that armed conflicts may still arise during PSOs. He noted that the combination of a potent military force with the determination to use it has proven to be the best deterrent against possible aggression.
