Anti-abuse efforts

Article Abstract:

The surge in the number of child sexual abuse cases has been met with an equally strong movement to prevent such incidents. Networks of self-help support groups have sprung across the US to encourage the reporting of child molestation cases and to spread information about the crime. One major development is the introduction of the Family Preservation Act which aims to prevent child abuse by rendering basic services. Some sectors are optimistic that the Clinton admnistration will support past efforts while others believe that so much more needs to be done.

Survey results in which 38% of respondents admitted to being victims of child sexual abuse started to raise concern of US citizens in 1983. Around that time, news of widespread abuse in the McMartin Preschool stunned the nation. These and many other accounts has led the FBI to raise a national alert for child molestation. State governments began to amend judicial proceedings to accomodate the child witness. While prevention movements were being formed, some critics felt that the some cases might have been twisted by adults.

Foster care reform

Article Abstract:

The US Congress passed The Adoption and Safe Families Act in 1997 to create the most far-reaching foster care reforms for the past 20 years. The emphasis of this legislation is on child safety by protecting abused and neglected children. Earlier laws prioritized keeping the child's original family intact despite other factors. States will also have financial incentives to locate adoptive parents.
