French tugboats rammed Greenpeace's Rainbow Warrior II on July 9, 1995, soon after the Rainbow Warrior II had entered the waters outside Mururoa, where French military officials may carry out nuclear weapons tests. The incident was videotaped, which harmed France's public image.

Dion believes that formal recognition of Quebec as 'a distinct society' will prevent the collapse of Canada as a federation. Dion is an unusual politician. He did not seek his position and claims he would reject another offer to hold a cabinet position.
