Are the majority of America's children and youth physically unfit?

Article Abstract:

Some believe that school children in the US are not getting sufficient training in physical education. As a result, most are considered unfit. In response to this situation, the US Congress passed the National Physical Education Resolution of 1987. Other experts dispute this claim and emphasize that before the overall state of physical fitness of American children can be determined, it is important to first define the term 'physically fit' so as to establish who would belong to this category.
