Basic Failures by Ohio Utility Set Off Blackout, Report Finds

Article Abstract:

The Dept. of Energy has issued a report about the Aug. 14, 2003 Northeast power failure that was caused by both human and computer failures that could have been avoided. The DOE found that FirstEnergy Corp. and the agency who monitored its operations, the Midwest Independent Transmission System Operator, did not alert other power companies operating in its grid while electric generation was beginning to fail. As transmission lines began to falter, the company's computer systems were inadequate for detecting power problems as the lines caused interruption in service, and the company's employees were not trained to prevent widespread complications. The blackout ran from Ohio to Michigan and into Ontario and New York affecting customers in eight states.

With Russia's Nod, Treaty on Emissions Clears Last Hurdle

Article Abstract:

After two years of deliberation, Russia is now expected to endorse the Kyoto Protocol, which will mean that the legal thres hold of nations accounting for at least 55 percent of 1990-level greenhouse gas emissions will be passed, making it international law.
