Better Times, Harder Politics

Article Abstract:

NYC Mayor Michael Bloomberg is proposing a budget that may not be as painful as anticipated at the end of 2003. The new problem for the mayor is resisting political pressures to raise city employee salaries and resume desired municipal services. As Bloomberg considers running for re-election, he knows that rejecting requests for financial gains could diminish political support that he will need in 2005. Bloomberg is proposing a $400 tax rebate for New York homeowners and few reductions in cultural services because the city is benefitting from increased tax revenues.
