The Australian Liberal Party in New South Wales has failed to mount an effective election campaign in 1999 because they are using a safe strategy and are unclear on the issues. The party is emphasizing personalities more than policies and appears content to give up part of its comfortable lead. Changing the party leadership in Dec 1998 from Peter Collins to Kerry Chikarovski may have been a mistake.
