Parent power: Alberta launches Canada's first charter schools

Article Abstract:

Alberta's experiment with charter schools, a key plank of Premier Ralph Klein's education policy, will debut in Sep 1995. Charter schools are relatively free of provincial regulation, but they receive funding in the same way as ordinary public schools do.

Hargrove, representing Canadian Airlines ticket agents, took a defiant stance during Nov 1996 negotiations over restructuring and wage cuts. Five of the six unions involved in the negotiations agreed to wage cuts, but Hargrove stood firm against the cuts.
