Century-old idea may help resolve modern problem

Article Abstract:

The clerk of the Australian Senate, Harry Evans, has proposed that the Australian people decide by direct vote legislative proposals that are permanently stalled in the legislature. The change would require a referendum to amend the Constitution and would come in spite of the existing double dissolution procedure meant to resolve deadlocks between the House and Senate. The Evans proposal would not eliminate the double dissolution. Evans believes the government in power should have limitations on its authority.

Rene Rivkin, a Swiss share trading scandal, stockbroker, has undergone a brain surgery and removed his tumour. Associates states that he may use a defence that brain tumours removed could have impaired his mental state when he testified before the Zurich District Attorney about the ownership of shares.
