Child welfare reform: Judges' hearings help kids feel loved

Article Abstract:

Patricia Martin Bishop, the presiding judge in the Child Protection Division of Cook Country Circuit Court in Chicago, created 'benchmark' hearings to protect teen rights. Bishop is authorized to keep a foster child within the jurisdiction of the Department of Children and Family Services until age 21 and the department can provide high-education assistance using private donations.

Article Abstract:

Representatives John Shimkus and Danny Davis proposed the first federal law that addresses the bullying problem in 2004, which failed to advance in the Congress. The bill required schools that receive funds under the Safe and Drug Free Schools Act to create bullying and harassment programs, but did not authorize any new funds for bullying-prevention programs.
