Background: Early roots

Article Abstract:

British and French infant schools, which are considered as preschools, were established to improve the health and upbringing of poor children and to allow poor mothers to work. Child-welfare advocates hoped that early intervention in poor children's lives would improve their prospects as citizens, workers and parents.
